Over 300 local residents filled the Littlestown Fire Hall on Tuesday as the Mt. Joy Township Board of Supervisors began a quasi-judicial proceeding regarding a proposed 1,000-acre solar industrial solar plant that would cover 21 properties on both sides of the Route 97 corridor west of Littlestown borough.
If approved, the project would reach from Alloway Creek to Hoffman Homes Road and from Fish and Game Road to Bulk Plant Road.
The purpose of the meeting was to determine if “conditional use” should be granted for the site. A conditional use permit is a zoning exception allowing the property owner to use land in a way not otherwise permitted within the particular zoning district.
The applicant is Brookview Solar I LLC, owned by NextEra Energy, headquartered in Juno Beach, Florida.
Adjacent landowners say the project will reduce property values and cause irreparable damage to the environment.
Supervisor Vice Chairman David Updyke recused himself from the proceedings due to financial interest in the project.
Rules for the proceeding were read by Township Solicitor Susan Smith and about 90 minutes were spent establishing “party status.” The goal was to determine which people can be active participants of the proceeding because they have “property interest or property in the immediate vicinity of the property that is the subject of the application.”
After the discussion, the lawyer representing adjacent landowners requested the testimony portion of the meeting be delayed to allow for further fact-finding and research. NextEra’s lawyer and the Board agreed and the meeting was adjourned.
The next meeting and the start of testimony will be January 29th at 7:00 p.m. at the Littlestown Fire Hall. The meeting is open the public.
